The four services are steps in one job rather than four separate ones, and most drives need them in the same order. Where yours sits depends on what is wrong with it.

Dirty, green or weedy

Start with a clean. It removes dirt, algae, moss and weeds and treats what is left so it does not come straight back. A drive that is only dirty may need nothing else.

Gaps in the joints, or blocks that move

Cleaning strips jointing sand out, so a clean is normally followed by re-sanding. The sand is what holds the blocks against each other and keeps weeds out of the joint. A drive washed without it is left worse than it started. How to re-sand block paving explains the conditions it needs.

Sound but tired

Once the drive is clean and re-sanded, sealing stabilises the joints and resists staining and regrowth. Where the colour has faded, recolouring restores it through the weathered surface of the block rather than painting over it.

What none of them fixes

Sunken, rocking or crumbling blocks are a base or edge problem, and no amount of cleaning, sand or sealer corrects a dip. We would rather tell you that at the quote. If you are comparing options, how often block paving should be cleaned is worth reading before you book anything.
